I want to send a broadcast to a list of contacts used for a previous broadcast. How can I select the same list? Will it exclude any contacts who have unsigned/opted out?

If you pull up the list then you can assign a new tag to them all. That can be used for your new broadcast.
Anyone under any and all conditions, that have opted out, will NOT be sent emails from broadcasts or the campaign builder. Only manual, one off, emails can be sent to them.
