Outlook Plugin: Says registered, but doesn't open

Trying to install the outlook plugin onto a surface pro 2017 with Outlook 2016 and Windows 10. The installer downloads, program registers with outlook, and says it went successfully. But when I turn on outlook, there’s no indication that infusionsoft plugin was added to the “add-ins”.

Where should I start to fix this?
