Are you referring to a manual approval process to review the contact records prior to being tagged or entering an automated email sequence? If so, Yes. You can build a campaign with a web form (or landing page) that connects to a sequence with a task for you to review their contact record. You then would have a task complete goal that moves them into the newsletter campaign after you have manually completed that task. It would look like this:
