You have to identify those who ARE active in a campaign, then run a report excluding those people.

Go to Marketing - Reports - Campaign Contacts

Choose all your campaigns and make sure ‘active’ is selected under that.

Now that you have all your ‘active’ campaign contacts, click the checkbox above the list of contacts and apply a tag “In Campaign”

Then, when that is done, go to Contacts and run a report for everyone who does NOT have that tag.
