Not sure if you have tried this as well, but when segmenting your list, you can actually add a tag to the groups of people who were skipped and also ones who were not sent because of bounces. When you search for your list to send too, just make sure to NOT send to those particular emails. This will give you a clean list and wont take as long tying up server resources. A few of my clients do this and this works very well for better deliverables.
