My problem is now fix.
The problem occurs because SSL is not enable in Registered Stream Socket Transports.
To fix this: Contact Hosting Support or if you have access to the cpanel, you need to set/allows SSL connections for fsockopen() PHP function.
Hope this help other people who have the same problem.
