You can do this by using the Shopping Cart Link Generator. This is for when you are hosting your own store front and only utilizing the infusionsoft cart.
If you goto: >setup >shopping cart >link generator >down at the bottom. you will see 'pass a promo code' this is where you can use a promocode(special code). It will not prepopulate. But it will apply it with out them having to enter it.
